
STEPHEN BANKS OBITUARY 
BANKS - Stephen A.
died peacefully at his home on February 3, 2023. Upon retirement from the Judge Advocate General's Corps (US NAVY) in 1988, he received it's MERITORIOUS SERVICE MEDAL for his outstanding work. At his "final" retirement from the Office of the General Counsel of the Navy in 2006, as Assistant Director (Environmental Litigation), he was recognized for SUPERIOR CIVILIAN SERVICE. Environmental Law was always his deep interest. He is survived by his wife of 54 years, Carol: son Kenneth and his wife Jessica, daughter Erin and her husband Adam Moore; son Christopher and his wife Tanya; daughter Shannon and her husband Adam Sapp; grandchildren: Ava, Ethan, Hudson, Lily, Caroline, Laura. A celebration of life is planned on February, 26th from 5-8PM at Fairfax Memorial Funeral home located on 9902 Braddock Road, Fairfax, VA 22032. Check FMFH.com/obituaries/Banks for more information.
